Hydrochlorofluorocarbon Phase-out Management Plan (HPMP)
Through Stage I of its Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP), Barbados signaled its intent to meet the phase-out obligations to the Montreal Protocol up to 2020. The baseline consumption of Hydrochlorofluorocarbons (HCFCs) for Barbados was at 66.74Mt in 2013 with a phase-out schedule as outlined below:

The aims of the HPMP Stage I are to:
- Encourage the consumption of alternative technologies to HCFCs that are ozone and climate friendly and energy efficient
- Reduce the demand for HCFCs
- Reduce the consumption or importation of HCFCs in accordance with the Montreal Protocol phase-out targets
