Policy, Legislative and Regulatory Mechanisms
The policy component of Stage I of Barbados HPMP was designed to put measures in place to manage the phase out of HCFCs in the local market. It involved:
- The establishment of a National HCFC Quota Systems which came into effect in January 2013
- Calculation and communication of annual HCFC Import Quotas to importers
- Consultations and periodic meetings with Licensing and Enforcement Officers
- Preparation of Technical Reports to inform the development of National ODS Policy under the topics:
- Evaluation of the performance of the HCFC Licensing and Quota System
- Assessment of the feasibility of introducing Incentives/disincentives in the RAC sector
- Assessment of the feasibility of establishing a Licensing and Certification System for the RAC Sector
- Assessment of the feasibility of establishing a Licensing and Certification System for the RAC Sector
- Review of labelling and safety standards for the Refrigeration Servicing Sector
On completion the National ODS Policy will guide the drafting of national ODS Legislation for the RAC Sector.
