The Ozone Programme, Barbados
The National Ozone Depleting Substances (ODS) and Hydrofluorocarbon (HFC) Management Programme is responsible for the development, coordination and implementation of policies, plans, projects and activities required to achieve the phase-out of ODS by January 1, 2030, and the phase down of Hydrofluorocarbons by 80% by January 1, 2045 at the national level. Core responsibilities of the programme include but are not limited to:
- serving as the national focal point for the Vienna Convention for the Protection of the Ozone Layer (VC) and the Montreal Protocol on Substances that Deplete the Ozone Layer (MP)
- collecting and analysing data and reporting on the consumption of Montreal Protocol Controlled substances
- raising awareness amongst stakeholders and the wider public on VC and MP related matters
- facilitating capacity building amongst partner institutions and entities to support implementation and enforcement of the MP,
- developing plans, projects and policies to guide the MP implementation approach at the national level
- contributing to the drafting of legislation to ensure compliance with the MP, and
- representing the parent Ministry and Barbados on VC and MP related matters in nationally, regionally and internationally

Hydrochlorofluorocarbons (HCFCs) Phase-Out
Hydrochlorofluorocarbons (HCFCS) are chemical compounds most used in the refrigeration and air conditioning and foam blowing sectors, that destroy the ozone layer and contribute to climate change. It is critical to phase out the use of HCFCs by 2030 to help heal the ozone layer.

Count down to 100% phase-out of imports of HCFCs such as R22, R406A, R408A, R409A, etc. by Jan. 1, 2030!
Hydrofluorocarbons (HFC) Import Phase Down
Hydrofluorocarbons (HFCs) are chemicals used as replacements for some ozone-depleting substances and although they do not deplete the ozone layer, they are known to be powerful greenhouse gases which contribute to climate change. As Barbados prepares to work towards phasing down HFCs imports, the country was required to freeze HFC imports at the national baseline level by January 1st, 2024. The next step is reducing HFC import levels by 10% by January 1, 2029.
